Blue Envelope Program

The Rumford Police Department is proud to announce the launch of the Blue Envelope Program. This initiative aims to foster better communication and understanding between our law enforcement professionals and community members with specific conditions or disabilities.

The Blue Envelope Program was originally developed by the Down Syndrome Advocacy Project (DSAP). It serves as an awareness tool during law enforcement interactions, especially for individuals with diagnoses such as:

• Down Syndrome
• Autism Spectrum Disorder
• Dementia
• Anxiety
• Other conditions that may require additional accommodations or awareness 

1. Blue Envelopes: Participants in the program will receive a distinctive blue envelope. This envelope can be readily displayed or presented upon contact with law enforcement officers or other community service personnel.
2. Identification and Information: Inside the envelope, individuals can store essential      documents such as their driver’s license, vehicle registration, and proof of insurance. Additionally, there’s space for emergency contact      information.
3. Communication Aid: The envelope includes clear instructions for officers. It helps identify whether the driver is verbal or nonverbal. It also provides guidance for officers on interacting with someone who may be anxious due to flashing lights, police radios, or other sensory stimuli.
4. Voluntary Participation: The Blue Envelope Program is entirely voluntary. There is no registry component, and participants self-implement the program.
